After finally figuring out how to get Chrome to stop trying to download the SVG file, I've noticed that Webkit has an inadequacy in rendering SVG, mainly that any transparent background setting will not work. Since working around such a stupid bug is a waste of time, and since I don't regularly use a webkit based web browser (such as Safari or Chrome), I'm not going to bother to try to 'fix' this issue.
I finally fixed this issue when I switched to HTML5, and placed the SVG inline in the HTML.
